SAI Top Management and the INTOSAI Development Initiative Discussed the Importance of Strategic Planning
The top management of the State Audit Institution, headed by Dr. Duško Pejović, President of the SAI and Auditor-General, participated today in a workshop dedicated to strategic planning - as part of preparations for the development of the new Strategic Plan of the SAI for the period 2024-2028. The Workshop was held by representatives of the Development Initiative of the International Organization of Supreme Audit Institutions (INTOSAI), Mr. Ola Hoem and Ms. Dafina Dimitrova.

In the introductory part, Dr. Pejović emphasized that SAI, in the previous four years, went through significant changes.

One of the first important documents that we adopted was the Strategic Plan of the State Audit Institution for the period 2019-2023, said Dr. Pejović and added that the activities, in this strategic period, were aimed at continuous improvement of audit procedures, human resources management and strengthening the influence of the SAI.

The SAI has increased the number of performance reports many times.

In the last tone housand reports, from 2019 to 2022, we increased the number of performance reports almost seven times. In the last four years, we have issued 41 performance reports, out of a total of 47 that have been published so far, of which 39 were published in the last three years, emphasized Dr. Pejović.

As pointed out by Dr. Pejović, the number of employees in SAI in 2022, compared to 2018, increased by two percent, while the number of audit reports, in the same period, increased by 23 percent.

Mr. Ola Hoem, Deputy General Director of the INTOSAI Development Initiative, emphasized that it is very important that in the development of the new Strategic Plan of the SAI for the period 2024-2028, top management is involved, as well as all employees of the Institution.

Ms. Dafina Dimitrova, senior manager at the INTOSAI Development Initiative, presented the strategic planning process, guidelines for annual planning and reporting, as well as the process of creating a realistic action plan that follows the general and specific goals set in the Strategic Plan.

Our approach to developing the Strategic Plan is focused on the contribution of Supreme Audit Institutions (SAIs) to changes in the public sector in areas such as public procurement, transparency, high-quality financial reporting, Mr. Dimitrova added.

The Strategy, Performance Measurement and Reporting (SPMR) Program of the INTOSAI Development Initiative was launched at the global level and deals with institutional capacity development and supporting SAIs in strategic management for better SAI performance. The program assists the SAI in holistic performance assessment using the SAI Performance Measurement Framework, in order to establish a high-quality strategic and operational planning process, as well as integrated performance monitoring and reporting mechanisms.
