Conference Held on "Establishing More Effective Working Relations Between Supreme Audit Institutions and Parliaments"

Delegation of the State Audit Institution, headed by the President and Auditor-General, Mr. Radoslav Sretenovic, participated in the international conference titled "Establishing More Effective Working Relations Between Supreme Audit Institutions and Parliaments", held in Ankara on 8th and 9th November 2016. Host of the Conference was the Turkish Court of Audit, while the Conference was organized with financial and logistical support of SIGMA, joint OECD and EU Initiative.

Goal of the conference was to present Guidelines for development of more effective working relations between supreme audit institutions and parliaments - the document prepared based on the research conducted by the Turkish Court of Audit and SIGMA, which contains experiences of 33 EU member states, candidate and potential EU candidate countries in this area. Specific examples of good practices have been presented from the EU member states and the Network on establishing and maintaining solid working relations between SAIs and parliaments, which enable parliaments to hold governments accountable and assist SAI in increasing impact of their audit work.

During the first day of the conference, two topics were presented and two panel discussions were held, where President of the State Audit Institution, Mr. Radoslav Sretenovic, participated in a moderated panel discussion on effective communication and relations with the parliaments and relevant parliamentary committees. The second day of the Conference saw presentations on monitoring findings and recommendations issued by Supreme Audit Institutions and Parliaments.

The Conference has proven to be exceptionally beneficial for representatives of SAIs and Network regarding exchanging experiences on good practices and challenges faced in everyday work through conversations and discussions, and it has launched new ideas and further steps that could be undertaken in enhancing relations between Supreme Audit Institutions and Parliaments.

The Conference represents realization of one of the high-priority activities from the Work Plan of the Network of Supreme Audit Institutions of Acceding, Candidate and Potential Candidate Countries and the European Court of Auditors (the Network). At the regional Conference titled "Relations of SAIs and Parliaments", held in November 2013 in Budva, the Network decided to prepare the guidelines, in order to provide assistance in determining possibilities for strengthening mutually beneficial working relations between SAIs and Parliaments
